3. What are the limits of the National Policy on Urban Street Vendors, formulated by the Government of India? (Limits of State Institutionalism in Indian Democracy leading to Transformative Constitutionalism)

Breve resumo da entrevista:
O Professor Sharit Bhowmick fala sobre o emprego informal urbano na Índia. Conjuntamente, discorre sobre as políticas do Estado, que na sua maioria se mostraram ineficazes no que concerne a este setor na Índia, sendo que uma grande parte da população do país é sustentada por esta economia informal urbana. Tem-se uma visão dos vários elementos integrantes desta economia “alternativa” na Índia, e a perceção d dimensão de gênero que Sharit Bhowmick destaca expondo as condições de trabalho das mulheres que fazem parte dessa economia. Numa análise mais extensa, o Professor Bhowmick menciona como esta economia informal passou a existir, e quais as iniciativas populares que tem decorrido em alguns locais do país, de forma a improvisar condições de vida e trabalho. Consequentemente vê-se como estas economias fornecem uma “alternativa” sustentável à economia estatal na Índia.
