<p>He was in a coma for some time, having collapsed as complication of undiagnosed pneumonia in his hotel room. His wife and partner, Meenakshi, and his family were with him.</p>
<p>Bhowmik received his MA from Mumbai University and earned his doctorate from the Delhi University. His early work was on plantation labor in West Bengal. Subsequently he consolidated his work in the area of labor studies focusing on informal labor and labor rights.</p>
<p>Ever an activist, Sharit’s scholarly positions on labor issues never wavered. He interacted closely with workers’ leaders and was never an ‘outsider’ in its sociological sense, to workers organizations, their core issues and the movement. He wrote extensively on workers’ cooperatives and workers’ organizations. While a supporter of the working class causes, he was also sharply critical of the functioning of trade unions, especially in recent times.</p>
<p>His career spanned a number of universities and institutions: He retired from the School of Labour and Management Tata Institute of Social Sciences, Mumbai. Before that he was at the Department of Sociology, University of Mumbai; Delhi School of Economics, University of Delhi; Indian Institute of Management Calcutta; University of North Bengal, Darjeeling District, West Bengal. Currently he was National Fellow with the Indian Council for Social Sciences.</p>
<p>His most important work, both in the scholarly world and as an activist, was his massive contribution to and leadership in the formalization of a policy on street vendors, which came about as a follow-through of his work on informal labor which began at a time when few labor scholars were focusing on this sector. Sharit wrote extensively, both in the academic press and in the media. For a time he co-edited with Professor Datta, the Labour Studies supplement of the Economic and Political Weekly. He had no hesitation in calling a spade a spade regardless of the fallout that it may prompt. Because of this, he was highly respected by his peers and labor leaders and activists, across the spectrum. Regardless of affiliations, he was always available to political, social and civil society activists.</p>
<p>Sharit was, more than anything else, a role model of a new generation sociologist who combined activism and scholarship seamlessly and effectively. He is mourned by his many students, whom he nurtured actively and sustainedly through their early careers; his colleagues and fellow workers who shared his space and vision, by the vast numbers of labor activists and workers whom he befriended and worked alongside. He will be sorely missed, especially in an environment that needs the broad-based, progressive vision, scholarship and activism of those like Sharit Bhowmik.</p>

<p>Lo que está en juego es la reforma del Código del Trabajo contenida en lo que se conoce como la “ley El Khomri”, por el nombre de la ministra de Trabajo [1]. El movimiento actual ha recibido, por supuesto, un apoyo muy claro por parte de la izquierda radical e incluso por ciertas fracciones del PS, el partido en el poder. Esto implica un endurecimiento inquietante del clima político. El primer ministro, Manuel Valls, y la prensa que está a sus órdenes, arremete contra los sindicatos que apoyan a este movimiento, y en primer lugar contra la CGT. Ahora bien, la CGT no es la única organización sindical implicada en este movimiento, cosa que se olvida un poco precipitadamente. La presencia de FO, de SUD y de sindicatos sectoriales también tiene una actividad importante en el mismo. Son numerosas las reivindicaciones sectoriales que se expresan a través de dicho movimiento.</p>
<p>De todos modos, este movimiento no es una simple reedición del de 1995. Ha adquirido una nueva dinámica. A partir de ahora se plantea la cuestión de la soberanía nacional. El apoyo a este movimiento por parte de <a href="http://www.lopinion.fr/video/lopinion/nicolas-dupont-aignan-il-faut-renverser-gouvernement-103353">Nicolas Dupont-Aignan</a> y de <a href="http://carnetsdesperances.fr/2016/05/25/la-france-exasperee/">Marine le Pen</a> es un signo importante del estatus político que ha adquirido.</p>
<p><strong>El origen del movimiento</strong><br />
La sustancia de ese texto está enteramente contenida en su <a href="http://www.capital.fr/a-la-une/politique-economique/mais-que-contient-le-si-critique-article-2-du-projet-de-loi-travail-1132185">artículo 2</a>. Ello se concreta en la voluntad de incluir toda la negociación en el marco estricto de los “convenios de empresa”, en detrimento de los acuerdos sectoriales o nacionales, con lo que se debilita de manera dramática la correlación de fuerzas entre los asalariados y sus patronos. Este es el quid de la cuestión. Las recientes declaraciones del primer ministro y de la señora El Khomri excluyen cualquier negociación sobre <a href="http://www.ladepeche.fr/article/2016/05/26/2352607-loi-travail-el-khomri-exclut-denaturer-texte-revenant-article-2-2.html">este punto</a>.</p>
<p>Ahora bien, una amplia mayoría de la población se opone hoy claramente a esta ley. Los últimos sondeos arrojan unos porcentajes de rechazo a la ley de entre un 69 y un 74 por ciento [2]. Esto indica claramente la opción tomada por la denominada “mayoría silenciosa”. El incremento de las protestas ha tenido incluso repercusiones en el seno del partido socialista, en el que 40 diputados amenazaban con declararse en rebeldía en la votación. El gobierno se vio privado de la mayoría y obligado a recurrir al artículo 49-3 de la constitución, lo que constituye ni más ni menos que una descarada desviación del procedimiento y una negación de la democracia [3]. De hecho, fuera del gobierno hay que ir a la derecha moderada para encontrar un apoyo a este texto.</p>
<p><strong>El incremento de la violencia social</strong><br />
Es evidente que estas formas de lucha crean hoy un desorden cada vez mayor en el país. Las manifestaciones que están teniendo lugar desde el mes de abril han visto cómo se multiplicaban los casos de violencia policial, pero también los ataques deliberados contra las fuerzas del orden. Jóvenes manifestantes han quedado tuertos por el uso de <em>flashball</em> [las pistolas que disparan pelotas de goma], y un furgón de la policía ha sido incendiado y sus ocupantes solo de milagro han podido escapar de la hoguera. Este desorden, sin embargo, no hace más que responder a un desorden anterior, consecuencia de la aplicación del 49-3. Pretender entonces escandalizarse de la consecuencia y no de la causa es una expresión de la más pura hipocresía. Solo se puede condenar la obstrucción de los depósitos de carburante, por ejemplo, si previamente se ha condenado la aplicación del 49-3, y más en general la táctica de un gobierno que solo aporta respuestas <em>policiales</em> a un movimiento social. El recurso a formas de lucha más radicales se asemeja entonces a una <em>legítima defensa</em>. Una legítima defensa social, sin duda, contra las medidas contenidas en una ley que ha sido impuesta desde el extranjero y con desprecio a las reglas de la democracia, pero esta legítima defensa social no es menos legítima a los ojos de la población.</p>
<p>Hacía casi treinta años que no habíamos conocido en Francia un nivel tal de violencia en el marco de un movimiento social. Lo más grave es que el gobierno la autoriza, pues es evidente que los policías cumplen órdenes, y que vivimos –por lo menos en teoría– en un estado de excepción. Este comportamiento del gobierno es absolutamente irresponsable. Constituye hoy una amenaza real para la paz civil cuya responsabilidad incumbe totalmente al gobierno.</p>
<p><strong>Una dinámica anti-europea</strong><br />
Pues, y es ahí donde el movimiento adquiere una nueva dinámica, que se manifiesta en el apoyo que le han dado formaciones políticas como Debout la France o el Frente Nacional, que no estamos acostumbrados a verlas moverse en este terreno. Es evidente que los principios contenidos en la ley El Khomri se inspiran directamente en las sugerencias, o, mejor dicho, en las exigencias planteadas por la Unión Europea. Efectivamente, esta ley es la aplicación estricta de la “estrategia de Lisboa” y de las “Orientaciones Generales de Política Económica” (u OGPE), que elabora la dirección general de asuntos económicos de la Comisión Europea [4]. Coralie Delaume, en una serie de artículos publicados en <em>Le Figaro</em>, lo establece de manera indudable [5]. De hecho, las OGPE, cuya existencia deriva de los tratados, así como el “Programa nacional de reformas” prescriben en numerosos países y desde hace tiempo el malthusianismo presupuestario y la moderación salarial. Puede verse aquí hasta qué punto la UE, pero también el Eurogrupo, imponen su propio modo de gobernanza y un marco disciplinario de acero [6]. De hecho, Francia, como los demás países de la zona euro, al no poder devaluar, solo pueden restablecer su competitividad en el contexto de una oferta salarial a la baja. Este es, por otro lado, el camino emprendido por los gobiernos español, portugués, italiano y griego.</p>
<p>El movimiento social ha adoptado, pues, la forma de una reivindicación de la soberanía, hoy en el campo social y mañana en el campo monetario, contra unas medidas que cada vez parecen más claramente dictadas desde el extranjero.</p>
<p>Este movimiento social, por consiguiente, adquiere en virtud del contexto en el que se produce, la dimensión de una contestación generalizada, tanto de las reglas relacionadas con el euro como de las surgidas de la UE. En este sentido puede ser considerado como el equivalente de la movilización contra el Tratado Constitucional Europeo del 2005. Es, pues, evidente que estamos a punto de barajar de nuevo las cartas para la futura elección presidencial del 2017.</p>

<p>El TPP, negociado entre doce países, pretende fijar las reglas del comercio y las inversiones internacionales buscando crear la mayor zona mundial de libre comercio,  ya que representa el 40 por ciento de la economía mundial y abarca a 800 millones de personas, y en el cual, de nuevo, los pueblos indígenas quedan excluídos y  libertades como el uso del internet serán afectadas. </p>
<p>Después de una larga negociación, se firmará lo que los ministros de comercio de los 12 países llaman el tratado internacional más ambicioso de la historia. Después de la firma, los países tendrán un periodo de dos años para su ratificación.</p>
<p>El ministro de Economía de México, Ildefonso Guajardo Villarreal dice que de todos modos, en el tratado existe una cláusula en la que se establece que si hay seis países miembros que no hayan aprobado el tratado en sus legislaturas y representan el 85 por ciento del Producto Interno Bruto (PIB) de la región, el acuerdo entrará de forma automática en operación.</p>
<p>Especialistas como Irene Levy, académica de Universidad Iberoamericana y presidenta del Observatorio de Telecomunicaciones de México (Observatel) alertó en noviembre pasado que en el Acuerdo Estratégico Transpacífico de Asociación Económica (TPP) existen riesgos para las libertades digitales.</p>
<p>El acuerdo, en sus más de 26 capítulos de negociación, busca la regulación de un gran número de temas: desde el comercio de lácteos, hasta la regulación laboral, pasando por los derechos de autor, patentes, inversiones estatales y medio ambiente.</p>
<p>Respecto a la restricción de las libertades en internet, Levy destacó: “Los prestadores de servicios podrían sacar de la red, fotos, películas o canciones cuando una persona reclame los derechos sin mediar una investigación mínima de que en efecto son dueños de los derechos de dicho material”. También calificó como “preocupante” la posibilidad de cortar el servicio a los usuarios cuando caigan en este tipo de actos como bajar una canción o subir una película sin tener los derechos.</p>
<p><strong>El TPP se acuerda a espaldas de los pueblos indígenas</strong><br />
Por su parte, Emanuel Gómez, catedrático de la  Universidad Autónoma Chapingo escribe en La Jornada del Campo: “El sector agropecuario es particularmente sensible a la liberalización comercial prevista en el Acuerdo Estratégico Transpacífico de Asociación Económica (TPP), dada la política de reducir paulatinamente los aranceles entre los países miembros hasta hacerlos desaparecer.</p>
<p>México, Perú y Chile son los únicos países miembros del TPP que han ratificado el Convenio 169 de la Organización Internacional del Trabajo (OIT) sobre derechos de los pueblos indígenas y tribales, en el que se establece el derecho de éstos a la autodeterminación.</p>
<p>En la 61 Asamblea de la ONU, celebrada en 2007,  se aprobó el documento “Declaración de la Naciones Unidas sobre los derechos de los pueblos indígenas”.  En dicho documento se establece el derecho de los pueblos  a determinar libremente su desarrollo económico, social y cultural (artículo 3) y aún cuando países integrantes del TPP como Estados Unidos, Australia, Canadá y Nueva Zelanda votaron en contra, en la actualidad se han adherido plenamente. En esta Declaración se define la obligatoriedad de los Estados de consultar a los pueblos indígenas antes de adoptar y aplicar medidas legislativas y administrativas que los afecten.</p>
<p>El campo mexicano 20 años después del TLCAN, con el TPP profundizará la crisis en la que se encuentra.</p>
<p>La experiencia mexicana después de 20 años de haberse firmado el Tratado de Libre Comercio de América del Norte (TLCAN) es de una crisis generalizada en el campo, que se muestra de forma clara por la expulsión migratoria de las zonas rurales hacia las ciudades de México y Estados Unidos, lo cual ha generado nuevos fenómenos sociales como la ‘feminización del campo’, la “desruralización”, las “comunidades rurales trasnacionales” y la existencia de grupos criminales que trafican con personas y las utilizan para el trasiego de drogas, armas e incluso órganos humanos”.</p>
<p>Es evidente que en los 20 años que tiene firmado el Tratado de Libre Comercio de América del Norte, México pasó de ser un país agropecuario a ser un importador de alimentos como el maíz, el arroz, el trigo, la leche, carne, huevo y varias frutas.</p>
<p>Según cifras oficiales dice el catedrático, derivadas del reciente censo agropecuario, en más del 90 por ciento de los productos agrícolas, los campesinos y agricultores entregan al mercado sus mercancías en bruto, por lo que no se benefician de las ganancias.</p>
<p>De los doce países participantes, México, Perú y Chile son los únicos países miembros del TPP que ratificaron el Convenio 169 de la Organización Internacional del Trabajo (OIT) sobre derecho de los pueblos indígenas a la autodeterminación.</p>
<p>Los países no latinoamericanos firmantes del TPP que no han ratificado el Convenio 169 de la OIT, reconocen la diversidad cultural de sus países por adhesión a la Declaración de la ONU sobre pueblos indígenas.</p>
<p>Organizaciones sociales  pronostican la quiebra de millones de productores agrícolas y pecuarios de gran parte del país ya que productos leche de Nueva Zelanda, arroz y café de Vietnam, carne, trigo y maíz de Estados Unidos, aceite de palma de Malasia, vino,  camarón, langosta y frutos rojos de Chile, y chile, papa, plátano, mango, azúcar, harina de pescado y ajo de Perú podrían ingresar libremente a México sin barreras arancelarias.</p>
<p>La protesta de cientos de organizaciones integrados en Consumers International, red internacional de consumidores emitió en septiembre pasado una carta abierta a los presidentes de México, Perú y Chile en la que expusieron las múltiples razones para rechazar la ratificación del TPP.</p>
<p>En México, organizaciones de trabajadores consideran que la ratificación del TPP vulneraría más los derechos sociales, fomentando el desempleo y la destrucción de pequeñas y medianas empresas, concluyó diciendo el catedrático de Chapingo</p>

<p>But unlike <a href="http://hyperallergic.com/110856/protest-action-erupts-inside-guggenheim-museum/">G.U.L.F.’s intervention at the museum late last month</a>, there were no shouted demands or Occupy-style mic checks — the only sound that could be heard after the bills were released was the collective gasp of the hundreds of patrons who packed the museum, where lines for entry wrapped around the block (Saturdays are a free night). Posters and bills were also placed in the museum’s bathrooms and later posted in a number of the city’s subway stations and trains.</p>

<p>What’s more, the action also coincided with G.U.L.F.’s inauguration of their “sustainable design” competition, announced Friday on a <a href="http://hyperallergic.com/117303/guggenheim-spoof-site-targets-abu-dhabi-controversy/">spoof website</a>, and followed a <a href="http://www.nytimes.com/2014/03/29/opinion/high-culture-and-hard-labor.html">New York Times op-ed published by the group’s Andrew Ross</a>, a professor at New York University (NYU). (Though Ross was not at the Guggenheim, his 12-year-old daughter Zola rang the bell, while her younger sister Stella helped throw the bills.)</p>
<p>The event marks a transition away from G.U.L.F.’s previous Occupy-influenced style and an embrace of a more aesthetically-oriented strategy of protest. The group, a relatively new offshoot of the Gulf Labor coalition, has distinguished itself by injecting a dose of activist spectacle to the longstanding labor rights campaign. The action, explained Nitasha Dhillon of G.U.L.F., was inspired by Abbie Hoffman’s 1967 intervention at the New York Stock Exchange, where he orchestrated the dumping of dollar bills in the middle of the trading floor.</p>
<p>The dollar bills, designed by Noah Fischer, were printed at NYU on six different colors of paper and were produced and deployed collaboratively by the 20 or so people involved in this action. Artist and activist Amin Husain told Hyperallergic that the group intentionally skewed the run to red paper to achieve the maximum amount of contrast with the Guggenheim’s white interior. The bills themselves play on the traditional language of fiat currencies (“By the authority of shit is fucked up &amp; bullshit,” “No sustainable cultural value”) while asking the pointed question: “What does an ethical global museum look like?”</p>
<p>Though none of the participants were arrested or detained by museum security, the Guggenheim’s staff responded to the incident in several ways. Photography was immediately banned in the rotunda — I overheard a guard characterize this to one confused patron as a lifting of a temporary condition of permission rather than a ban — and guards shut down the main floor. Ticketholders continued to be admitted until around 7:15 pm, when the museum shut down and all patrons were asked to leave. Gothamist’s Christopher Robbins told me that he had been <a href="http://web.archive.org/web/20100105091727/http://money.cnn.com/2007/07/17/news/funny/abbie_hoffman/index.htm?postversion=2007082314">escorted out of the museum</a> by police officers at the behest of Guggenheim security, who apparently objected to his interviewing patrons regarding the incident.</p>

<p><strong>Update, 1:38 pm ET: </strong>The Guggenheim has provided Hyperallergic with the following statement. It is worth noting that the organization <a href="http://hyperallergic.com/110932/guggenheim-responds-to-saturdays-g-u-l-f-protest-action/">again</a> denies that the Abu Dhabi structure is under construction, a claim addressed by Andrew Ross in his New York Times op-ed. (He wrote: “[T]he extensive foundation pilings and much of the surrounding infrastructure have already been laid.”)</p>

<p>The Solomon R. Guggenheim Foundation has been and is currently engaged in ongoing, serious discussions with our most senior colleagues in Abu Dhabi and TDIC, the authority responsible for building the Guggenheim Abu Dhabi museum, regarding workers’ rights. Our chairman of the board of trustees and director have just recently returned from meetings in Abu Dhabi where this issue was a top priority for discussion.</p>
<p>As global citizens, we share the concerns about human rights and fair labor practices and continue to be committed to making progress on these issues.  At the same time, it is important to clarify that the Guggenheim Abu Dhabi is not currently under construction, despite erroneous claims by certain protesters.  The building foundations and pilings were completed in 2011.</p>
<p>While in Abu Dhabi in mid-March 2014, our director revisited the workers village to ensure that living conditions for workers who will work on the Guggenheim Abu Dhabi will set new and respected standards for workers engaged in building other projects on Saadiyat Island.</em></p>

<p>We have been working closely with the government of Rajasthan, especially on the issue of occupational health among mine workers. The State has responded positively and has created sustainable systems. For instance:<br />
·      it provided monetary relief for mineworkers suffering from Occupational diseases<br />
·      created a system by introducing a mining cess which contributes to the REHAB or Rajasthan Environment and Health Administrative Board, an exclusive body to address the impact of mining on environment and health of the mineworkers.<br />
·      amendment of the Rajasthan Workmen’s Compensation Rules 1960 extending Pneumoconiosis Boards across the state</p>
<p>There is a need to share these experience and steps taken by the Rajasthan government with other States to mitigate the problems of mineworkers. MLPC has also undertaken a study on the functioning of REHAB and the scope to further improve and strengthen it. We are organising a National Consultation on “Mineworkers and the State &#8211; Imbibing Good Practices for a Nationwide Change” inviting stakeholders to learn and contribute. <p><strong>Mine workers and their predicament in India</strong><br />
India’s major quarries are spread over the states of Rajasthan, Jharkhand, Karnataka, Tamil Nadu, and Andhra Pradesh. Almost everywhere they are worked by internal migrant labour—people forced by poverty, drought, famine, or failed crops to take up this hardest possible employment opportunity. In Rajasthan alone, there are 2.5 million mine workers employed in over 30,000 small and large mines. Ninety-eight percent of this workforce is tribal or dalit (belonging to the ‘untouchable’ class), which places them among the most marginalized of India’s poor, systematically deprived of their proper wages and state-sponsored welfare and social security schemes. The state of deprivation of mineworkers is obvious from various statistic and social indicators. The people of the mining villages receive no benefits and extremely low wages, wages that do not even match the government-approved minimum wage. This salary is merely a fraction of the market cost of the minerals which the labours extract. An adult male worker only receives Rs.70-120 ($1.46-2.50) per day, depending upon his skill, after 8-10 hours of gruelling work. Comparatively, the daily wage for a woman is Rs. 45-55 ($0.94-1.14), and a child receives Rs. 30-40 ($0.62-0.83) a day. The workers have no holidays, no weekly days off, any medical leave, and no maternity leave.</p>
<p>The Indian economy is characterized by a high level of informal or unorganized employment which comprises 93 percent of the country’s workforce. The term ‘unorganized labour’ is defined as workers who have been unable to organize themselves in the pursuit of common interests. Constraints include the casual nature of employment (often migratory), ignorance, illiteracy, the small and scattered size of work establishments, and extreme poverty leading to further exploitation by employers. The ‘highly distressed’ categories among them often become bonded labourers, migrant workers, or casual and contract labourers. MLPC carried out a survey in 2001 that revealed that 97% of workers in sandstone mines are indebted and a majority of them are in bondage. These debts are passed on from one family member to the other or from one generation to the next, and can even cause a worker to be sold to another contractor. Confirming this trend, a report from the ministry of labour, government of India, states that till March 31, 2004, the number of bonded labourers identified and released are 7488, among which 6331 are rehabilitated. <p>Coloro che seguono questo mio blog e che per questo hanno letto quanto sono venuto scrivendo sui partiti, troveranno molte analogie fra le mie tesi sui partiti e lo sperimentalismo democratico di Barca. Pensiamo entrambi che la vita di una democrazia non è soltanto nelle primarie, nella partecipazione cioè dei cittadini alla scelta e quindi all’elezione dei leader politici. Essa deve continuare in vista degli indirizzi e delle scelte che i leader faranno propri e che dovrebbero formarsi non all’oscuro dei cittadini, ma in una perdurante interazione con loro. Non è forse questo ciò che la Costituzione si aspettava e si aspetta dai partiti, quando scrive, all’art.49, che attraverso di essi i cittadini “concorrono alla determinazione delle politiche  nazionali”? Concorrere alla determinazione delle politiche non è eleggere coloro che le verranno facendo, è interagire con loro quando le  maturano e poi le trasformano in decisioni operanti su tutti. Ed è stata proprio la carenza di questa interazione ciò che ha reso asfittica la nostra democrazia, ha fatto crescere risentimenti e malumori e ha alimentato, insieme alla protesta, la disistima e la ostilità nei confronti di “caste” impermeabili alla “società civile” e lontane dalle sue esigenze.</p>
<p>Lo sperimentalismo democratico di Barca si colloca in questo vuoto ed è quindi una rinnovata e vigorosa proposta di democrazia partecipativa, intendendo giustamente quest’ultima non come un’alternativa a quella rappresentativa, ma come una sua irrinunciabile componente. Nella proposta c’è tuttavia qualcosa di più di quanto si legge in quanto era stato scritto sino ad ora al riguardo e di sicuro  di più di quanto io stesso ho scritto. Ciò che Barca mette in luce, infatti, non è soltanto quella elementare esigenza del buon governo che è il far maturare le risposte ai bisogni dei cittadini attraverso un confronto diretto con le loro domande. No, c’è di più, perché in un tempo di conoscenze diffuse e di specialismi costruiti sull’esperienza sono molto spesso i cittadini a possedere il know how, o pezzi del know how, che serve a formulare le risposte. E quindi i governanti che si sottraggono allo sperimentalismo democratico e non si organizzano in modo da consentire ai cittadini di concorrere alla determinazione delle politiche nazionali, non solo possono avere una percezione inadeguata delle esigenze a cui rispondere, ma anche una conoscenza inadeguata degli elementi sui quali vanno costruite le loro risposte.</p>
<p>Ai tempi della fabbrica fordista –nota giustamente Barca- i capi pensavano all’organizzazione del lavoro e  gli operai stavano alla catena di montaggio , passando la giornata a  stringere in modo eguale viti tutte eguali, come faceva Charlot nel film “Tempi moderni”. Nella fabbrica post fordista,  dell’organizzazione sono diventati partecipi tutti, attraverso le funzioni non più manuali ma di controllo che ciascuno  esercita sul macchinario o il computer  con il quale lavora. Ecco, anche la democrazia è diventata post fordista e anche in essa le conoscenze diffuse diventano bagaglio essenziale di governo.</p>
<p>Sarebbe troppo dire che ciò riguarda davvero tutti quanti, che tutti noi abbiamo conoscenze essenziali a governare e che nessuno di noi ha solo e soltanto domande da porre a chi governa. Ma poco importa ai fini dello sperimentalismo democratico, che ha da essere eguale a se stesso in tutte le sue manifestazioni e che serve comunque a far vivere la democrazia, sia che raccolga le nostre domande, sia che ci permetta di offrire, quando li abbiamo, gli elementi conoscitivi per le risposte.</p>
<p>Un fatto è certo. La cuoca di Lenin, sia rimasta o meno in cucina, potrebbe avere ormai un dottorato. Nel qual caso c’è molto che anche Lenin potrebbe imparare da lei.</p>
